Dr. Kely Rely

Dr. Kely Rely is a physician-economist with more than 25 years of experience connecting clinical medicine, health economics and public policy at the highest levels of decision-making.

His career spans both sides of the decisions CEAHT is built to inform. Within Mexico’s federal Ministry of Health, he directed national programs on health quality and equity, planned health infrastructure investment, and led the technical and financial analysis behind Mexico’s national HIV/AIDS response at CENSIDA. In parallel, he advised three leading international organizations at once, USAID, AIDS Healthcare Foundation and Management Sciences for Health, on program evaluation, cost analysis and health financing, and contributed to the World Bank’s landmark Commission on Macroeconomics and Health study on the costs of scaling up health interventions across Latin America.

His economic evaluation and cost-effectiveness research has been published in journals including Health Policy and Planning, Value in Health and Salud Pública de México, and presented at the International Health Economics Association congress, ISPOR Latin America, where he received the Best Podium Presentation award in 2009, and the Inter-American Conference on Social Security.

That combination of clinical grounding, economic rigor and policy experience is the foundation of how CEAHT works: every engagement is designed to hold up under clinical scrutiny, economic scrutiny and policy scrutiny at the same time, rather than treating them as separate deliverables handed off between specialists.
